Jonathan Toebbe, former nuclear engineer for the United States Navy, was once assigned to the Naval Nuclear Propulsion Program, also known as Naval Reactors. This occupation allows Toebbe to hold an active national security clearance through the US Department of Defense, meaning that he can reach to restricted data. He worked with other nuclear engineers and had access to sensitive military information. So basically, Toebbe had some blueprints for US nuclear power.
